LOCAL GOVERNMENT EDUCATION AREA ACTIVITIES, 1999-2007
HISTORICAL BACKGROUND OF KATSINA LGEA
Katsina Local Government Education Authority was established in 1948. it covers the whole Katsina province as its area Juridiction. Alhaji Hassan Rafin Dadi (Late) was the first Chief Education officer. He was later tranfered to Ministry of Education Kaduna. He handed over to Alhaji Jabiru Abdullahi, (Late) as the new Chief Education officer. It was during his tenure that the system of LGEA administration was introduced in all arts of the Northern provinces.
There were area offices headed by Area Education officers in the then Katsina Pronince. They were, Katsina, Kankia, Daura, Mani, Dutsin-ma, Malumfashi and Funtua.

With launching of UBE Programme in the state. Katsina LGEA have performed the following towards improving Primary Education in the area.
- Ni. M given by SUBEB was used in completing community initiated projects in different schools. The state Universal Basic Education Board in 2002 during the mobilization campaign, donated N1. Million, which judiciously used in making some constructions and rehabilitations initiated by communities of different Primary schools in the LGEA.
- Communities of Filin Samji Primary School have benefited with one block of two classrooms using Iron zinc and timber.
- Various communities in the LGEA have played a greater role towards improving the Education in the LGEA ranging from construction, acquisition of land for classrooms in various schools across the LGEA.
- Mobilizing education stakeholders in the importance of education and the roles they are expected to play.
- LGEA has paid compensation of N200, 000.00 at Kambarawa for construction of new classes.
- Kwarin Tama community contributed for payment of compensation in the Primary School.
- Visit to schools by His Royal Highest the Emir of Katsina Alh. (Dr) Muhammadu Kabir Usman .
- Communities and old boys of Ahmadu Commassie contributed Money annually to the school for Library materials.
- Annual Primary Schools inspection to select the best three where prices were presented
- In 2002 Katsina Local government Primary Education Development Fund was initiated
- Aimed at mobilizing general public on the importance of community participation in Primary Education.
- PTA of Jabiru Abdullahi constructed one block of two classrooms, office and store.
- Community work at Kwado Primary School
- winners of school debate in 2001
- Winners of school Quiz competition for the third time.
- Katsina has become the triple champion of the year 2002 by having its only public school child Mustapha Haruna of Jabiru Abdullahi Primary School who secured admission from Katsina State in the school for the gifted and talented Suleja, Minna, Niger state with 178 points out 200points.
- The LGEA has in 2005 won three first position in the state chapter of the National Quranic Recitation competition. The pupils are:
a. Ahmad Muhammad Saulawa - First Position 60 Hizb without Tabsir
b. Aminu Isah - First Position 40 Hizb
c. Jamila Aliyu - First Position 2 Hizb
18. Managing the Mass-Transit Bus assisting both community and teachers.
19. Establishing and maintaining teachers clinic at Ahmadu Commassie Science
Model Primary (Kayalwa)
- Providing revolving loan to Primary School teachers under the LGEA
- Provision of motorcycle for inspection and supervision of schools in the LGEA
- Teachers were sent on training at various levels to improve their professional capacity.
- Establishment of two additional zonal offices in Gafai and Gidado to inspect afternoon session schools in the area.
- Undertake minor rehabilitation in Talba, Layout, K/Rafa. Makera and Shinklafi damaged by rainstorm in 2006.
- Within its own level, the LGEA recruited 56 teaching and non-teaching staff with approval of the Board.
- Settlement of outstanding promotion arrears from April 2002 to date released by the Board.
CONTRIBUTION OF LOCAL GOVERNMENT
- Payment of Salaries and allowances
- Reconstruction of three blocks of seven classrooms in order to give space for construction of upstairs at Gobarau and Sabuwar Unguwa Primary Schools respectively.
- Construction of additional five new classes at Gobarau, Sabuwar Unguwa Primary Schools.
- Rehabilitation of the following six Primary Schools; Shinkafi, Makera, Nggogo, Kofar Guga, Danmarna and K/Kaura layout.
- N/Abbatoir, K/Tama, Marai, Kadifawa and Amadu Commassie Estate Primary Schools initiated by communities.
- Assistance with N100, 000.00K, to Islamiyya schools to open account for World Bank Assisted programmed.
- Another assistance of N20, 000.00 to conduct workshop to Headmasters PTA Chairman on CLEDEP.
- Supply of instructional materials to LGEA
- Supply of 600 copies of Macmillan English/Mathematics block 1-6 copies 1.e 50 copies each.
- Supply of 3,000 pieces of furniture to school in the LGEA.
- Construction of boreholes at sabuwar Unguwa, K.Gesa, Kwarin Tama and farin Yaro Primary Schools.
- Employment of 71 Primary School Teachers to Katsina LGEA Schools.
- Payment of 40% of the total cost for construction of 1 block of 2 classes, office, store and block of 4 pit latrines at 20 primary schools under self-help project.
- Sponsoring of Qur’anic recitation competition at Local, state and National levels to select school children. Teachers and Judges.
UBEB CONTRIBUTIONS
- Construction of two culverts at K/Gesa Primary Schools
- provision of 100 double desks and eight teachers table/chairs at Musa Yar’adua Primary School
- Rehabilitation of Kauram- Rafa and Dannabaso Primary Schools
- Supplying of teaching materials.
- Construction of block of two classrooms at Ahmadu Commassie Estate, Kwado, Kauran Rafa, Kambarawa, K/Yandaka Pilot, Kukar Gesa and Kwarin Tama Primary Schools.
- Establishment of Ten additional Primary Schools from 2002-2006 viz:
- Kwarin Tama Nomadic Primary Schools
- Marai Primary Schools
- Kadifawa Primary Schools
- Sabon Gari Primary Schools
- Tudun Yan Lifdda Primary Schools
- Rahamawa Primary Schools
- Sabuwar Unguwa Extention Primary Schools
- Modoji Village Primary Schools
- Tudun Mustsira Primary Schools
- Filin Polo Primary Schools
- Staff were promoted when due and their arrears was paid.
- Payment of leave transport grant (LTG) from 1990 to date
- SUBEB has increased the overhead cost in order to enable the LGEA to run its affairs
- Three times revolving loan issued to the LGEA between 2004 to date which amounted to scheme.
- Between 1999 to 2006 a total of 3193 teaching and non-teaching staff were promoted to different grade levels among which are 1557 male and 1636 females teachers.
ACTIVITIES OF LGEA
- Supply schools with registers, dusters and chalk at the beginning of each term.
- Completion of abundant projects by some communities.
- Fencing o some newly constructed schools.
- Repairs of some schools damaged during the raining season.
- Bulk purchase of building materials which was used to start renovation of LGEA Headquarters.
- Settlement of water, NEPA and NITEL Bills.
